Why local authority under Selangor PR government just like to hike fees discreetly?

Without notice, Selangor local authorities increased the business licence fees as much as 400% last year. Some implemented mandatory purchase of QR code sticker at RM5 (cost around 30 cents) which has the same information or contents as the licence. An Exco previously said they will form a complaint committee but didnt materialise. This time round, garage owners even in industrial areas are required to rent carpark lots at RM1800 p.a before they can renew their licences. Again no notice is given or any discussion with the stakeholders. MPSJ warned them of risking a fine if not renew within the time frame. There was no line drawn as designated public carpark but they did it in the middle of the night recently. Why do things discreetly?
